There is one of the open secrets lies beneath Singapore and it is even much deeper than the deepest cable transmission tunnel which is 60m down the earth. It's Jurong Rock Cavern. Its cost $950 million. The cavern is currently operated by Vopak.
The Jurong Rock Caverns is the first underground oil storage facility in Southeast Asia, owned by JTC. It is almost 150m deep below Singapore, located in Banyan Basin, Jurong Island.
The subterranean development goes up to 130m beneath the Banyan Basin on Jurong Island. The caverns are 27m high, 20 m wide and 340 m long as tall as a 9 story building.
The caverns will store liquid hydrocarbons such as crude oil, condensate, naphtha, and gas oil. Its location complements Jurong Island's role as a petrochemical hub. The infrastructure will support companies such as Chevron Philips, ExxonMobil, and Shell.

The construction started in 2007 and fully completed by 2016. It indeed has saved up to 60 hectares of usable land in Singapore. Precisely it is 84 football fields!
There are total of 5 caverns were constructed. Each has 9 story high (27 m) and Length of 340 m. One cavern consists of 2 storage galleries. Each Volume per storage gallery equal to around 165,000 m3 (equivalent to 64 Olympic swimming pools), which sum up of total 1.47 million cbm of storage capacity.
The rock cavern is accessed with an access shaft from the surface and interconnecting with operation tunnels. The entire construction methodology is via drilling, blasting excavation, and shotcreting. The size of the tunnel is much bigger than the normal tunnel for MRT and cable. Hence, no super boring machine will be suitable for the work but only a specialized excavator.
Even though the rock cavern is more costly than 30% of conventional facilities build on the ground, it does give spare up pricey land for other much higher value industrial development. This is the first phase of the rock cavern project and 2nd phase already in the master plan.
There is also one more secret cavern that lies beneath Singapore which constructed earlier than Jurong Rock Cavern which is the Underground Ammunition Facility, which was officially opened by Singapore Armed Forces in 2008 to store the military's munitions and explosives, freeing up about 400 football fields of space. However, it is top secret.
